The European influencer marketing market surpassed 4 billion euros in 2026, with annual growth holding between 15 and 20% despite the sector's growing maturity. This growth is driven by three structural factors: the continued increase in time spent on social platforms (+8% in Europe between 2024 and 2026), the fragmentation of attention that makes traditional ad formats less effective, and the growing maturity of advertisers who now build influence into their annual media plans.
In 2026, 74% of European brands expected an increase in their influence budget (Kolsquare, Panorama Europe 2025), with a significant proportion exceeding one million euros a year on this single lever.
The major differences between European markets
France, Germany, the United Kingdom and Spain are the top four influence markets in Europe, but they show very different characteristics.
France is the market where TikTok is growing fastest, with 14,304 creators with more than 50,000 followers in 2025 (compared with 9,637 in Germany and 1,104 in the United Kingdom according to Kolsquare). The market is heavily regulated since the law of June 9, 2023 on commercial influence. Budgets are concentrated: 30% of brands and agencies invest between 200,000 and 1 million euros and 9% exceed one million.
Germany is the market most rigorous on compliance and authenticity. German audiences are historically more skeptical of advertising. YouTube remains stronger there than in France. The Wettbewerbsrecht imposes strict transparency obligations on sponsored content.
The United Kingdom is the most mature market, with the highest budgets and the strongest ROI measurement requirements. 81% of British brands work mainly with micro-influencers, as data shows higher ROI. The market reached 2.36 billion USD in 2024, with a projection of 1.3 billion pounds sterling in 2029.

The European regulatory context every agency must master
In 2026, influencer marketing in Europe is governed by a set of regulations that vary by country. Any agency claiming to operate across several markets must master these frameworks.
In France, law n°2023-451 of June 9, 2023 on commercial influence requires mandatory disclosures on sponsored content, mandatory contracts above 2,000 euros, and shared liability between agency, brand and creator. The DGCCRF is in charge of enforcement.
In Germany, the Wettbewerbsrecht (competition law) requires clear identification of advertising content ("Werbung" or "Anzeige") under penalty of sanctions. Several German creators have been prosecuted for non-compliance.
In the United Kingdom, the ASA (Advertising Standards Authority) and the CAP (Committee of Advertising Practice) require a visible "Ad" label at the start of any sponsored content. The ASA publishes public reports on offenders, creating significant reputational risk.
At the European level, the Digital Services Act (DSA), fully in force since 2024, imposes algorithmic transparency obligations on large platforms and minor protection rules that indirectly impact influence practices.
